When the government is open we all know the processes that the government follows to provide services to citizens. In an open governing framework, communities are empowered when they have voice and are participants in discourses both at the national and sub-national levels. Despite the passage of the Freedom of Information Act, participation in EITI, Open Government Partner (OGP) and passing of several integrity related legislations, Liberia still struggles with impacting the lives of its citizens through developmental activitives. The government through the Ministry of Finance few years ago launched a laudable open budget initiative that was meant ensure citizens access to budget information. CENTAL follow up that initiative with the Open Expenditure Initiative (OEI) that wants government officials at the local and national levels to open expenditures for goods and service to the public. Openness sprays an aroma of freshness that is glorious for development.
